February 2010

The Rulemaking process to design Oregon's Feed-In Tariff program in accordance with HB3039 is nearing an end. All parties, including OREP, filed Closing Comments with the Public Utility Commission responding to PUC Staff's January 14th proposed rules (AR538 and UM1452) on Friday February 12th. Filings are being posted this week on the PUC website at: http://apps.puc.state.or.us/edockets/docket.asp?DocketID=15820. Notable are Staff's recommended incentive rates - see Page 21, Table 1.

Drop by the OREP table from 10AM - 1PM during the debate on "The Greening of Nuclear Power - Fact or Fiction" at First Unitarian Church, SW 12th & Main, in Portland. The debate will feature Lloyd Marbet and Duane Ray and is being sponsored by the Community for Earth, Oregon Environmental Council, Alliance for Democracy Portland Chapter and the West Hills UU Fellowship Green Sanctuary Committee.

Monday, February 22, 2010 : Tune in from 10:15 - 11:00 AM Monday when OREP will be interviewed by Barbara Bernstein, host of the "Locus Focus" show on KBOO Community Radio - 90.7 FM in Portland.

Oregon's three Public Utility Commissioners - Lee Beyer, Ray Baum and John Savage -are expected to issue their order on tariff design on Friday, February 26th. Barring an extension of the implementation deadline (which is pending in the legislature as HB3690), the order will instruct Oregon's privately-owned utilities (Portland General Electric, PacifiCorp and Idaho Power) to put the feed-in tariff pilot in place and begin offering incentive rates for solar to their retail customers as of April 1, 2010.

Learn more about Oregon's Feed-In Tariff at OREP's table in the Law School Building at the 2010 Public Interest Environmental Law Conference (PIELC) at the University of Oregon in Eugene. Find the conference agenda and registration at: http://www.pielc.org/2010/panels.html
